That is because the draft lottery was an example of symbolism over substance. When a team needs to rebuild they are going to rebuild.

In support of @saddles assertion which of course has validity but only baby steps. Really need a floor

during the off-season when a team reaches the point where they start signing non-roster players it is usually an indicator that the team has finished its off-season operation. the Rangers are a hard team to read so not sure this holds true for them

If we do not sign one other player this season and half as much next season as well as let out young talent develop , we will be done with the rebuild and our future will be brighter than it has since the glory years

Think this is the case. They've made major moves, now just plugging in holes.

It wan't built by symbolic building material over several years either.
I think it is a noble aspiration for all teams to be expected to compete, symbolic or not

I think they will be open to sign a starting LF if available

I think withholding handouts to small market teams is the answer. There is too much enabling of cheap teams. If they aren't given handouts it would force them to move their team or sell their team.

I do think that a short time of rebuilding should be a natural part of a life cycle for a team. During that time period it would be natural for them to spend less. Anything that would force them to spend when it is natural for them to not spend, would be a bad idea to me.

The symbolism is in what was expected to rectify the situation.

I think it is noble to do exactly what the Rangers have done over the last 3 or 4 years. It is about competing to be the best and not about competing to be mediocre or a little better with hopes of catching lightning in a bottle in the postseason. To me, it is more noble to compete to be the best long term, instead of competing to be .500 or a little better every year.

There will most likely be some quality players who will agree to a one year deal soon. Maybe that is what the Rangers are hoping for.
