To me that's the only way to avoid the race to the bottom of one team cutting someone and another team signing them (or the first team not cutting them at all) under the flimsy "someone is going to sign the guy anyway, so why not us?" BS logic.

Exempt the guy entirely so he can't play and can't even be signed by any team.

I'm seeing that the exempt listing or any other forms of league-levied punishment is apparently not an option because all of the conduct in question happened pre-NFL.

I think the league *should* have the ability to exempt him still, but I understand if the current agreement with the PA doesn't allow it.

He should be cut by the Bills immediately, even though he would still be free to sign elsewhere.

(I would have sworn someone got suspended for beating up a woman (women?) in college, but perhaps there was more to that??)
