13 players signed, plus one rookie (THT) that needs to be signed. 1 player signed to a 2 way deal, and 2 players in summer league that could be converted to 2 way deals (1 of the 2 obviously).

No, I think you're reading the Kawhi contract wrong. It's a 3 year deal with a player option on the 3rd. It's basically set up so that he can sign a new deal once he completes his 10th year and get the HUGE contract extension, instead of "settling" for merely a large payout the last 2 years of a 4 year deal.
