So kick offs in the NFL are now so fucked up they dont even need a kicker on "kickoffs"?

It was a free kick after a safety, they pooched it, and then the ref gave a very confusing explanation for why the Titans got the ball at the Miami 10 because of an illegal kick. I might have missed a few details
