I agree with that somewhat. I felt like Wash and Dallas kind of threw it back in the NFLs face. But I think having already gone through that once now the NFL will make the "rules" crystal clear about what will and won't be tolerated. Instead of a penalty they may structure year one of the new CBA to reflect adjustments for all teams for the amount over or under what the cap would have been if in place

Oakland and Tampa got away with it because the league threatened them with fines too if they didn't agree to fuck over Dallas and Washington.

The League had to change the way the NLTBE incentives hit the cap because of Howie manipulating the system. He's just doing it again.
