The wording of the rule appears to be an either/or situation and it looks like Tiger may have thought he could elect option (b) and may not have realized that he must choose option (a) if possible.

He didnt keep the point the ball crossed between his drop and the hole. That's why option b didn't work

But haven't TV viewers called in before and called out other mistakes before, and said players have been DQed similarly? I'm just looking for some consistency here, but this screams of "star treatment".

I guess they changed the rule about 2 years ago to protect players from themselves, just the 2 stroke penalty, no DQ for incorrect scorecard.

I'm sure thats what he was thinking, problem is the drop was incorrect AND he didn't drop at the right spot (the ball actually crossed in at another angle after it hit the pin. He should have dropped short left I believe. Still, it was discussed before he signed his card. Thats on the rules official.
