The Lakers have enough cap space to sign a max free agent, or trade for one without matching salary if they so desire.

Before the Lakers can do that, they would had to have 12 players in their roster and George being the 13th, however, if they do add the contracts so that they have 12, then adding PG would get them over the cap and therefore it would have to be under the 125% rule...
you can't have less than 13 contracts signed in an NBA team and say "Hey, I'm below the cap".
