Exactly if they had the QB, WR and RB all the top paid they couldn't afford those players. You need a QB, WR, or RB on a rookie deal to do that. The Steelers did by not signing Bell and they failed miserably at adding the proper talent. Or they signed someone to fit their square peg in a round hole (see Burnett).
