If it turns out some owners colluded and were dumb enough to leave evidence behind then they deserve what they get. This only means the arbitrator found enough evidence to move forward. Either party can take this to court after arbitration ends but it would be difficult to get a favorable court opinion that goes against the decision that came from arbitration
