I'm sure the 49ers would love to Mike Richards that contract. Maybe they can get him on some kind of personal conduct violation?

I don't know that they could do much retroactively, but the NFL could definitely make it mandatory going forward. Private business and all. They can set their own rules for the most part.

His contract has no guaranteed money, so they can technically Mike Richards it.

Each year's base salary becomes guaranteed on April 1. So they could cut him now and face "only" having to pay him his $11.9M for this year and then carry some dead money for a couple more.
