So far, the order of percentages is:
Tim Hardaway, 9-41 (21.95%)(Includes 0-17 game)
James Harden, 13-58, (22.4%) (Same streak as below)

I can't count the 0-17 as the worst streak, despite 0% being the minimum because it lasted so shortly (one game). There were no play-by-plays for that game there, so I didn't see if he started the next game with a few misses, either.
Jason Kidd's streak is most impressively poor to me because of his reputation and the duration of the struggles. 164 shots is a good sample size, 17 is not. I listed him twice, as a section within the section you gave me was worse, with still a large sample size of 133 shots. Rex Chapman's streak was also interesting, I included two streaks that were in the big streak, too.
James Harden's streak is bad. If he starts out the game 0-2, he will be the worst we have so far in research with 80+ shots. He would have to start 0-10 in order to beat Hardaway's bad two games of 41 total shots. So that's the good news. He would just need to shoot 26-82 to beat Kidd's long streak or 16-51 to beat the shorter of the 2 streaks. He'd just need 7-20 to beat Chapmans, but he's been shooting worse (5-23 in one game).
