They only have the third most wins because the same 2 teams made the Finals every single year. The superior Western teams beat each other up before losing to GS and the Raptors happen to have 1 or 2 wins more than the Wizards and Celtics.

The Raptors may well be better this year, but your stat is completely meaningless. Kyle Lowry's playoff shooting percentage on the other hand, may not be.
