I believe there are rules regarding who can claim him. I believe both SF and Cincy are barred from submitting a claim.

Anyone know the exact rule about that?

Are you sure about that? I've seen multiple players get claimed by the same teams during the dfa carousel. I'm not sure that is a rule.

I very well could be wrong. But I think there was a rule implemented in the last CB agreement regarding players who fall into the DFA grinder.

What if no other team wants him except the teams that already claimed him?

Maybe the last team to dfa him cannot claim him on the next waiver appearance but here is exhibit A that players can get re-claimed by the same team at some point.
