How do I set Windows 10 to not download updates automatically? I would like to control that.

This is just a guess.

settings > update & security > advanced options > Choose how updates are installed, switch box from automatic to notify to schedule restart.

The built in doesn't really always entirely disable downloading.

There are instructions online on how to do it. One of the less 'tinkering' way is to tell it your network is on a metered account. Windows 10 will NOT automatically download anything if you set that. Otherwise there are more extensive steps to do. Mainly turning off the windows update service and setting it to manual or disabled, but not sure how comfortable you are with playing around in services.
