If Harbaugh thinks that highly of McCarthy, he's not going to let Payton get his hands on him.
I don't see how Payton gets JJ, even if Nix or Penix jumps him (I haven't seen either Nix or Penix even ranked in the top 25 prospects from any sports media so far, so at this point it would be a "Baker Mayfield" type shocking moment to see that happen in my opinion). Payton doesn't have the draft capital to move up to get him, unless they are willing to sacrifice their best pick(s) in next year's draft as well. They desperately need the cheap talent you can find in the draft.
Harbaugh isn't going to waste a pick on JJ either, even if for some reason it looks like he would fall to Denver at #12. Harbaugh has his long term QB, he just needs to build around him. That first pick is a big one, especially if Harrison is available (although I agree with you that Arizona is likely to snag him first if they don't trade their pick away).
