The Browns weren't going to get the 4th down play off with 12 men on the field. Watson appears to put his arm around the HC to tell him the bad news. Obviously I didn't see the game but it looked like the HC was disgusted with the situation rather than the QB. Given the game/clock situation a FG was probably the right choice.

I guess the Q would be...Why not call a timeout instead of leaving the field? Had they just used one and couldn't call TOs back to back?
