He puts more faith in the court of public opinion. So if you sue him, he goes out there and slams you like crazy (Rosie for example) and then his slimeball lawyers go nuts nitpicking and draining your money eventually it doesn't get to be worth it.

And that was when he was a private citizen.

Sadly he thinks he would be able to pardon himself.

Or at least Holy Mike Pence will.
