What a fuckin fail of a finish. Ref counts the pinfall but the finish is a draw?

I miss when matches consisted of ring pyschology then a finisher instead of two guys exchanging finishers for 40 minutes. WWE jumped the shark with Taker HHH. Now whenever I see a finisher I assume the match isn't over.

Cena celebrated with the title on the turnbuckle and Punk was crying in the corner. When Cena got down, ref took title from him and gave it to Punk. The match was a draw because both of their shoulders were down. How the ref knew this, who knows? They didn't have a video review or GM come out or some BS like that. The ref just automatically reversed the decision. How is it a draw if you count the pinfall??
