Manziel would have to "learn" behind Romo for at least 3 years. In 2017 Tony Romo's cap hit is $21.5m and the Cowboys would only save $11.5m by cutting him. So you could make the case that Manziel would have to ride the bench for 4 years before the Cowboys could really cut Romo.
