A lot of Native Hawaiians also have family on the West Coast -especially California- so there's a good chance some of those folks are local. And that number may be somewhat inflated, according to how some people define "family." It might also include close friends, former classmates, teachers, doctors, neighbors, etc.
This may in fact be the case. I had some folks from Guatemala do some work for us and they called each other brothers. This one dude, after calling yet another guy his brother, was asked how many damn brothers does he have.....he said they all my brothers.
They use the word brother as we use the word buddy, or pal, just as Russians say comrade and Brits say mate.
