Based on what I just read on Kenny Bell's twitter, they are not allowed to tweet. They are allowed to read tweets and retweet what other people say.

Also, if you watch Taylor's TD run in the 3rd quarter you will see Kenny Bell block 3 guys at once. Granted, he didn't lay anyone out, but it definitely sprung him for the touchdown.
