They never call that in soccer even though it happens every PK. They never call illegal throw ins even though almost half of them are. They never call obstruction which happens dozens of times a game.

Next time you think a hockey referee is calling a bad game, think how much better they do with 5 times the rules than the pathetic FIFA refs.
