You're right it's not. But Jack has significantly more runner-up's than Tiger and unless I'm mistaken this is the first major Tiger's won where he wasn't tied/leading after 54 holes. Without looking it up, I'd bet Jack's done that multiple times.
Again, different era's, different equipment, training, much better athletes today. Raw numbers don't tell the whole story.

Hell if not for Brooks absolutely destroying the field in the PGA Tiger already has number 15

But he sucks compared to Jack's competition. Also, Day, Rory, Spieth, DJ, Garcia, Molinari, and probably a couple other major winners Tiger just beat.

This is easily the most competition we have ever seen. In Jack’s days there was definitely some great golfers but not even close to the field now. It’s insane

I think most would agree the field today is harder than it was in Tiger's prime. If Tiger could somehow manage to get to 17 or 18 with this comp he would be the GOAT imo
