We haven't entered a new decade from a pure calendar perspective, surely there is no year "0", but basketball didn't exist in year "1" either and most sport organisations (along with the NBA) are counting decades starting at "0"...

How you know how attractive a city is for some players, or how unattractive it is for others as to take it into account?

All you have to do is look at what happens when players become free agents and the teams they tend to leave and the teams they go to.

In short, which teams tend to land high end FA's and which teams don't.
