Depends on the draft....Usually there is a consensus of who the top guys are (be it 1, 2, 3 or even more top guys). If it's a clear #1 or 2 obviouslt best to be at top.I didn't say a number one pick doesn't often help, it just isn't that much more important than any top 5 pick, which the worst record is guaranteed. Those teams that have shown significant improvement have all either had multiple high picks or significant trades around their picks, or both. Go back deeper in history and you will note more of it not always leading to great improvement.

The play in tournament has helped a little, imo. But even with that, teams still try to tank, it's just that as soon as they figure out that they're unlikely to finish in the bottom 5...they start trying to win again.
