It's not the annual salary....it's the guaranteed money.
Mack got $90m guaranteed. Brown got $36M.
The moment that these guys put pen to paper, the Raiders have to write a check for that amount of guaranteed money and put it in the bank. To a cash strapped team like Oakland, they simply can't write a check for $90M for a single player.
Think of it this way:
You are living paycheck to paycheck. You can barely make your ends meet.
But you need a new phone. Do you pay $1000 for a new phone....or do you pay $35.00 a month for 3 years for it? Oakland is living paycheck to paycheck and they can't be giving away $1000 up front to save on the back end of a deal. So they are stuck signing contracts with less guaranteed money even if it means they pay more (or for lesser players) over the long term.
It is why people speculating that Bell will follow Brown to Oakland are wrong IMO. I don't think Oakland will be able to find the cash for a big time guaranteed deal like Bell is going to want.
