Ogando's numbers as a reliever are a bit better than they are as a starter. He seems to me to get in trouble with his pitch count too often to pitch deep into games. His best year was 2010 when he pitched only out of the pen. I've always wondered whether stretching him out to become a starter the next year might have hindered his development, since he's never been dominant since then.
No his best year was when he started in 2011.

Ogando hurt again? Trade this guy for a solid bat in the offseason. Let the guy go pretend to be a starter and spend half the season on the DL for another club. Either stick him in the pen or time to move on. Could be a great set-up guy for Schep or Soria next season if Nathan isn't resigned, but I really hope his SP days with the Rangers are over.

The year in which his ERA was highest was his best year? I don't think so. He was dominant out of the pen in 2010. Never has been since.

Time to move on? That's ridiculous. He's under control, VERY CHEAPLY, until 2017, and people are willing to just be done with him?
