Mooney is barely a playmaker. He’s a good #2/3ish receiver that can make some good catches. But he doesn’t get open nearly enough and is physically limited. He isn’t a good go up and high point the ball type. He isn’t good when a CB is physical with him. He’s not a #1 or even close to it. Not a dominant receiver by any means.
