They usually have 12-4 5*/4* recruits, and usually have 60-70 kids each year that go P5.
I think Wisconsin is a pretty good counterexample here. Their program was built by a Nebraska guy and there isn't great recruiting ground there or in their border states. MSU and Penn State can always go across the border to pick up quality talent.
