Serious question...What is the purpose of the NCAA?

When it comes to Div 1-A CFB, what does the NCAA do? Anything? They don't have anything to do with TV deals, merch, bowls, scheduling, crowning a champion......so what is their function?

its a members institution. That means every school in it IS the NCAA. Always cracks me up when fans diss on them when it's the very teams you root for that vote on every power and policy they have.
