Metcalf still had possession at that moment and was in bounds, so the play goes on instead of the ball being declared out of bounds. Also, I think a defender can come back into the play even if he goes out of bounds, so I don't think there's any problem there.

Apparently that is the case. But it seems odd that a player can be out of bounds and have any effect on the ball carrier at all. Just a weird rule in my opinion.

I don't think there's any advantage to the defender to go out of bounds and then come back in, so I guess that's why it's not prohibited. On the other hand, if a receiver were to go out of bounds and hide behind people on the sideline and streak down the field, then that would be unfair.

That was a crazy play. Great hustle by Tartt, but also very lucky for the Niners. That's really the only bad thing about fighting for the extra yards. Still totally worth it to play like that, though, despite the risk of the fumble.
