Longsnapper's head is down and unable to defend himself. This rule and penalty has been around a long, long time. Coaches know it and the players know it.

From the NCAA football rule book: "When a team is in scrimmage kick formation, a defensive player may not initiate contact with the snapper until one second has elapsed after the snap."
