1) Southwest- Spurs, Grizzlies, Mavs, Rockets, Pelicans
2) Central- Cavs, Bulls, Pacers, Pistons, Bucks
3) Pacific- Warriors, Clippers, Kings, Suns, Lakers
4) Southeast- Heat, Hawks, Hornets, Wizards, Magic
5) Northwest- Thunder, Blazers, Jazz, Nuggets, TWolves
6) Atlantic- Raptors, Celtics, Knicks, Nets, 76ers

The top 2 are definitely the best with Southwest being on top. I could see the Northwest being better than the Pacific, the Warriors are obviously amazing but the bottom 2 of the division are so bad and the Kings might get back to that level too. Along with OKC being a top 3 team out West, the Jazz and Blazers fight hard and have been better than I thought they'd be so far considering the players they lost during the off season and to injury this season. I think Atlantic at the bottom is correct, Boston and Toronto look good but the Nets and 76ers really drag them down and the Knicks are average at best.

I just think the Warriors and Clippers set the Pacific over the Northwest. Kings are hit or miss, and yes the Suns-Lakers suck but the Blazers, Jazz, Nuggets and Wolves are all too shaky for me to put them in front of two top tier teams.

GS > OKC
LAC >> Portland
SAC = Utah (maybe slight edge to Utah)
PHX < Nuggets
Lakers < Wolves

I agree. Southwest is beast. No debating here

It could go either way for me on which is better, but like you said in the original post it doesn't mean anything so it's not important.
