Doesn't the CBA require teams to spend 80% of the cap? If so, then pay some wash ups to get butts in the seats while you rebuild. 8-8 purgatory is what you are really trying to avoid

It is 89% of the cap over a 3-year period must be spent. The Raiders have been the worst team in the league of meeting that criteria and still have quite a bit they need to spend to get to that number. So yes they are going to have to take on some really bad contracts and overpay for mediocre talent just to meet the Cap Floor.

It really though has come to the point for the Raiders where they have to overspend just to meet the minimum requirements of the CBA. It wouldn't surprise me to see them at some point trade for a very expensive veteran as they will have no other choice because it is required for them to spend but nobody seems to want to come.
