For one, what "similar jobs" are available or likely to be?
As for why they would take the USC job...
For Meyer, he was won National Championships at 2 different schools. I don't know if anyone else has done that, but I'm pretty sure no one has won NC's a 3 different schools. USC already has a lot of talent and with the new President and AD in place, things look a lot more stable. Add Meyer to that and recruiting would be back to the levels we are used to quickly. Meaning, Meyer could have them back in the NC hunt quickly.
For Franklin, nevermind that USC is a little bigger name than Penn St. Looking at how he has resurrected that program, he would have an opportunity to do the same at USC, only he'd be starting with a lot more talent than he had when he took over Penn St.
For both, USC doesn't have a lot of juniors or seniors, so they shouldn't be losing much talent.
Texas would be a comparable job.
Right now, PSU is at least as good of a job as USC
