I don't understand when they started ordering Olympic medal tables by gold medals only.

They used to be either total medals or a weighted total based on medals/type (gold 3 pts, sliver 2 pts, bronze 1pt). I personally think the latter makes the most sense since it accounts for both the total and weight of each placement - good balance.

Italy is #15 in the table I am viewing despite being 7th in total medals. If they aren't going to order them by all medals, why give out silver and bronze? They could save a lot of money and give them a nice "honorable mention" ribbons. ;)
