If you watched the telecast, I believe that the interview was with the head of the rules committee and he said that on Wednesday, all the players were told of the bunker situation and the rules regarding the spectators and vehicles traveling over and tramping the areas down. It was also posted in the club house for all the players to see. Johnson, when being interviewed after, said that he should pay more attention to the postings. Johnson screwed himself.

OK, but the issue is also why wait until the end to inform him? If he knew of the penalty, maybe he would play the hole less "safe"? That's where golf gets a little F'ed up.
