They just need one or two top of the rotation starters and maybe one more power bat. They have the bullpen and lineup to compete. They can do what the Rays did and use OBP and speed to score runs. But they need pitching. Webb, Bedard, and Sheets should all be had for below-market value this off-season. Those are guys the Pirates need to target.
