What I'm referring to mostly is when a ball is rolling out of play (say for a goal kick) and the defender has no intention of playing the ball, but he prevents the attacking player from getting to the ball by shielding him off. I realize it's been that way for some time now, but in my opinion, that's the definition of obstruction and it should be called more often.
