It certainly is. New York Penn (aka MSG, aka the heart of Manhattan) is a 10 minute train ride to Newark Penn (aka the Prudential Center).

NY Penn to Barclay's is probably closer to 35-40 mins.

I was using the term NYC to refer more broadly, not specific to Manhattan. Brooklyn and Queens account for ~60% of the population of the city and Barclays is substantially closer for them than MSG and even moreso for Newark. Parts of Manhattan are easy enough, but anyone wanting to get from the other 3 major boroughs (sorry Staten Island) are going to have a much longer ride.

And this part is purely anecdotal, but my experience is that people from NJ go into NYC for things, but not nearly so much in the other direction.
