It's not about being evened out between two teams...there were 4 teams that had that record and you have to rotate them through.

I'm not talking about just two teams. I used Pittsburgh as an example. Dallas' draft slot is one ahead of Baltimore in every round except round 4.
They did lose 2 guards to free agency so it could be a toss up.
I think in this situation they would go Lee. That's just me.
I understand that but they use a rotation. It's easy if it's only two teams because then they can go back and forth. At four teams, what are they going to do?

You each pick 1st, 2nd, 3rd, and 4th in a round. It's fair all around as long as you have a pick in each round.
That's what I'm saying. Just reverse the order (it's actually 6 teams).
As it stands now, Pittsburgh and Dallas have big advantages with the highest picks in the early rounds. You don't make that up by giving them lower picks in later rounds. A low pick in round 1 is not countered by a high pick in round 4.
I'm also not just talking about the Ravens. The Dolphins and Jets got screwed worse than the Ravens in my opinion.
