Aren't those generally only a thing when public financing is involved and the whatever-level government(s) that put up the cash is looking to make sure they don't get stuck with an empty facility?

I'd bet that a lot were bought by people in the hospitality industry in the area where they want to build the new arena. Hedging bets. Have to make it seem that the Coyotes are cared about or else the new arena won't be built. Arena isn't built, they can't sell 15 dollar beers in bars nearby.
