Does it fill up w/water and blow the bulb, or fuse?

No. It comes in around the seal or gasket and then runs to the left or right and drips down onto the backseat. My apolstery has been ruined because of this shit. I had the kids carseats back there and didn't know it was STILL leaking. I don't ride in the back and don't drive in the rain much unless I have to. Anyway the carseats masked the water coming in and on top of that they trapped the water on top of the seat turning it blotchy with black spots.

sounds like they should be paying for an upholstery job.
