Over the last 10 years??? Florida State. Over the last 20 years??? UCLA. All time??? Illinois. Florida State has so many built in advantages in recruiting that their performance over the last 10 years is terrible. UCLA has many of the same advantages as FSU and an even bigger edge when you consider the size of California and the numerous times USC has been on probabtion. Plus the Trojans went through about a 10 year lull in the 90's of not being very good and the Bruins didnt capitalize at all. All time Illinois has the 7th best record in the B10 and has never really taken advantage of being what should be the pre-eminent team in a state with a HUGE population and they really have not been close on a consistent basis for 60+ years.
I think in terms of all time athletic programs of a school it's purdue bar none. Surrounded by an all time great football school to the north and one of the basketball blue bloods to the south, Purdue has never won a championship in either. No basketball championships is just outrageous, with even butler going to twice was many finals games as purdue. Purdue doesn't even compete in olympic sports, as they don't have a soccer team! IU has won 7 soccer national championships by the way, what's purdues excuse?!
Edit: I thought it just said programs, not football programs.
1. Texas - They are the premier University in that state, they are probably the richest college in the nation, but they have 1 BCS title...They should never suck.
2. USC - Some might disagree with this, but what really has USC done? Besides dominate a very weak Pac 10...I can't think of anything. And like Texas, they are the premier University in one of the top recruiting states in the country.
3. FSU - One of the 3 big time colleges in the state of Florida, they have performed horribly despite being in..imo...the most talented state in the nation. Not all of those guys are going to UF.
4. UGA - Another team in a great recruiting state. They've had NFL caliber QB's, running backs, offensive lines, WR's, TE's.....but they haven't done squat.
