The point isn't to eliminate value players it's to create a new system of drafting where the drafters can attack value. As opposed to the same'ol same.

Where? If we usually do 18 rounds and we take away 4 for RPs, how do we get to 28? 2 teams each? AL and NL?

So do we try a MLB Cap Draft with those new salaries or do a NBA and MLB Cap Bucket draft (we can still use Hall's spreadsheet for MLB)?
