So, can i get a clarification on RPs. Is any pitcher eligible, as long as they had at least one season as a reliever (i.e. John Smoltz), or do they need to have less than a maximum number of starts?

I think as long as they played in 1977 period, then they are eligible, and will be judged upon how good their career was as a whole. If they were a multi position player, then you need to specify if you want them to take up a SP or RP slot.

I believe it goes off time slots once someone is skipped, meaning when their time comes up, they are free to pick
