Sacramento's roster is really light on outfielders. Not sure why Vince Fernandez and/or Heliot Ramos aren't on it, especially since the Giants felt the need to jump Kervin Castro and Gregory Santos straight from low A two years ago to AAA this year.

The 2021 Minor League Operations Manual has been distributed to major and minor league teams, and it outlines strict regulations about the number of players and staff each team can have, as well as restrictions on what they can do at home and on the road.

Apparently, AAA and AA rosters are now capped at 28 players and High and Low A rosters are capped at 30 players - Minor League Roster Limits Expanded For Full-Season Levels In 2021

However, Sacramento's roster currently lists 35 active players (only two of which are on rehab). I wonder if there's still a taxi squad and those players are "active" on the AAA roster but don't count toward the roster limit.

San Jose also has a 31st player curently listed on the roster and his status is "development list". It seems there may be a loophole on how many guys can be carried on some rosters.

There are some notable players who aren't on a minor league roster yet:
Trevor McDonald, sp (27)
Blake Rivera, sp (19)
Jesus Tona, rp
Connor Cannon, 1st
Ghordy Santos, 2nd
PJ Hilson, of
Grant McCray, of (23)
Jairo Pomares, of (14)

The 4 minor league teams now list guys who are on the 60 day IL for their clubs and these guys don't appear on any of them. There are a few others now on rosters but these guys had good 2019 seasons so its weird that they aren't given the chance on a team right now.

It was me. I tried quoting your post and somehow was unable to do it. The numbers are their ranks in the top 30 listed in MiLB.com

If you'd like, I can remove them.
I'm fine with them left on. It is interesting that Tona didn't at least crack the Top 30. I guess that rough showing with San Jose to end 2019 torpedoed his prospect status.

R.J. Dabovich and Simon Whiteman have been promoted to Double-A Richmond. Dabovich had a 1.42 ERA with 4 saves while Whiteman had a .417 OBP with 17 stolen bases. De La Salle product Armani Smith was promoted from San Jose to Eugene.
