I said a few years back that players get down when their team doesn't make moves at the deadline that they feel are needed and I assume the same thing goes in the winter. Souza makes a good point about that as well as why did they say out loud what their budget is. In years past when they would actually spend, they would not say their ceiling because they didn't want agents to push for more if they knew they could/would spend more so why do the opposite?
