As they always point out, when a school gets caught up with getting research awards, they stop teaching. This is why so many classes at schools like Minnesota get taught by grad students and not the actual professors. In this way, a Minnesota degree is similar to one of your community college degrees. You get taught by kids with maybe one year more experience that the class they are teaching. And it’s even worse at schools like Minnesota with extremely small endowments, as they don‘t have the money to provide adequate teachers. Which is why grad students do so much of the teaching.
