Actually, not so much. Vegas bases it on what they think will create the most action. Who they think will win has a little to do with it because they are ultimately in business to make a lot of money. However, lines are set to create action. That's why you often see lines change even though there has been no appreciable change in rosters (like and injury or sudden trade).

Even with the championship odds, it's more about what will create action. Having the Cavs as favorites guarantees action from, not only Cavs fans, but Spurs fans, Bulls fans, OKC fans, etc. Basically, fans of any team that thinks they can beat the Cavs and gamblers who think someone besides the Cavs will win.
